Indonesia's Parliament May Include Vape Bans in the Narcotics and Psychotropic Substances Law

The Third Committee of the Indonesian Parliament is currently reviewing the draft Narcotics and Psychotropic Substances Law and is considering incorporating the Indonesian National Narcotics Control Agency's (BNN) proposal to ban e-cigarettes into the bill.


On April 10, 2026, Beritasatu reported that the Third Committee of the Indonesian Parliament (Komisi III DPR) opened the option to amend the draft Narcotics and Psychotropic Substances Law in response to domestic discussions in Indonesia regarding a ban on the circulation of e-cigarettes.


Rudianto Lallo, a member of the Third Committee of the Indonesian Parliament, stated that the draft Narcotics and Psychotropic Substances Law has been included in the 2025-2029 Priority National Legislation Plan (Prolegnas). He pointed out that the deliberation of the bill is currently in the public consultation phase. Therefore, several suggestions, including the Indonesian National Narcotics Control Agency's (BNN) plan to ban the circulation of e-cigarettes, are likely to be incorporated into the legislation.


Suyudi Ario Seto, head of Indonesia's National Narcotics Control Agency, previously revealed that the agency is considering banning the circulation of e-cigarettes after discovering signs of narcotic substances in them. The findings include evidence of methamphetamine and etomidate, substances that can be abused.


Rudianto expressed concern over the discovery of potentially narcotic substances in e-cigarettes, believing it could become a new loophole in the spread of traditional drugs.


He stated that the National Narcotics Control Bureau's actions are a preventative measure to guard against the potential risks of drug abuse through e-cigarettes.


He also emphasized the importance of conducting comprehensive scientific research before implementing relevant policies.
